Hynet
In short: Hynet costs from ₽59/mo; free option: No separate free tier. Platforms: Windows, macOS, Linux, iOS, Android, TV, Router.
An unusual model ("Y2Y" — you-to-you): instead of connecting to the provider's shared servers, the service rents you a personal dedicated server (VDS) abroad with VLESS, VMess, Shadowsocks, OpenVPN, and Trojan protocols. The company's legal entity and jurisdiction are never disclosed.
